1 ADULT, 12 MINORS ARRESTED AT RAVE PARTY
by Bob Helbig of the Journal Staff
[Milwaukee Journal, 12/23/94, pg. B3]

Police broke up an illegal rave party an an abandoned South Side
warehouse early Friday, arresting the adult organizer and 12 minors for
violating city curfew laws.

About 100 people -- most of them teenagers -- paid $7 each to attend the
party, which featured a disc jockey but no drugs or alcohol, police Lt.
Laura Schwefel said.

A neighbor alerted the District 2 police station that carloads of
teenagers were ariving at the abandoned building in the 2600 block of S.
Greely St. Shortly after 1 a.m., several officers entered the building,
causing many of the attendees to flee.

"These were not local people," Schwefel said.

Of the 12 minors between the ages of 14 and 16 who were taken into
custody, only two were from Milwaukee. Others hailed from Pewaukee,
Waukesha, Burlington, Elm Grove, Oak Creek, Neenah, Greendale and
Delavan. All were released to relatives.

Officers arrested a West Allis man, 18, who they say organized the event.
He will face municipal citations for 12 counts of contributing to the
delinquency of minors.

Teens told police they heard about the event from fliers that were
circulated in the metro Milwaukee area.

Authorities are extremely concerned that such out-of-control gatherings
would be deadly in the event of a fire. Lack of fire extinguishers and
emergency exit lighting, plus locked doors, have all the makings of a
disaster.

The parties have been common in Milwaukee. Last month, police raided a
rave party at a vacant warehous on the North Side. It was attended by
some 170 revelers, who each paid $5 for admission.

Police arrested the four men who organized that event. Eleven juveniles
-- from Appleton, Kenosha, Racine and several North Shore suburbs -- were
cited for curfew violations.

On Halloween night in 1992, police broke up a huge rave party, arresting
more than 950 people and issuing each partygoer a $325 citation. Later,
however, those citations were dropped.

The four organizers of the clandestine party were each fined $3,000 for
permitting alcohol consumption in a public place without a license.
